Patrick Villacreses Past President

Mr. Villacreses is responsible for overseeing the Procurement operation for SBH Health System in the Bronx. He oversees and administers over all contracts and purchasing duties for the health system including but not limited to, MMIS, capital purchases, RFP/RFQ/RFI’s, and assists with many Value Analysis initiatives. Mr. Villacreses has over 19 years of healthcare experience in the supply chain field working and is designated Certified Materials and Resource Professional (CMRP) by the American Hospital Association (AHA).

While at his position as Sourcing Manager at Broward Health, the Corporate Resource and Materials Management team was awarded the “2010 Supply Chain Management Department of the Year” award, from Healthcare Purchasing News magazine.

Franco Sagliocca President

Franco Sagliocca has been Corporate Director, Supply Chain, for the Mount Sinai Health System in New York since early 2014. He held various positions at Mount Sinai between 1989 and 2007, at which time he left to become Product Manager at McKesson. He later became Senior Manager, Service Delivery, at GHX, and Corporate Director, Procurement Systems and Operations, for the New York City Health and Hospitals Corporation before returning to Mount Sinai Health System. He led the Mount Sinai Health System supply chain to earn the 2016 GHX contracting excellence award and 2017 GHX Millennium Club generating 1 million+ automated transactions. He is also the recipient of the 2017 GHXcellence Award for Supply Chain Leadership in the industry. 

Franco received his MBA in Healthcare Administration from the Zicklin School of Business at Baruch College, City University of New York, after earning a BBA in Management from Pace University. He is a Fellow in the American College of Healthcare Executives, President-Elect of the Health Care Resource Management Association of New York, and a board member of St. Mary’s High School of New York. Franco serves as a mentor for the American College of Healthcare Executives and the Baruch College/Zicklin School of Business Healthcare MBA Program.

Dave Tomkins is SVP of Materials Services at NYU Lutheran where he has directed the supply chain activities for the past 13 years. During his tenure at Lutheran he has overseen a multi team Value Analysis program that identified and implemented over $20 million in cost reductions.  With management responsibilities in Distribution & Stores, Receiving, Equipment, Central Sterile Processing, Linen Services, Mailroom, and Courier Service, he played a key role in the recent merger with NYU and centralization transition of the MMIS to PeopleSoft, change of distributors, and move from JIT to LUM.  Prior to coming to Lutheran, Dave was a Senior Consultant for the McFaul & Lyons Group with key successful engagements at Pocono Health System, Somerset Medical Center, and Trinitas Regional Medical Center.
